The checks and balances are designed to be inefficient to prevent tyranny. However, an unintended consequence is the creation of mounds and mounds of red tape and paperwork. Because of the wealth of the nation, it can be absorbed without the taxpayer noticing, or caring, as long as the graft is kept to a minimum.
